26.03.2020 - Next Steps for Implementing the City Council Resolution Parking Spaces at Seepark

There is intense public debate over the creation of additional parking spaces in Seepark. This clearly shows that Seepark is particularly important to the residents of Lahr.

The city administration is sticking to its plans for the Seepark, which stipulate that it will continue to be used as a local recreational area. Parking spaces are to be created only in the northern section, directly behind the underpass. The design of these parking spaces is of particular importance. Under no circumstances should motor vehicles be allowed to drive into the Seepark, let alone up to the house by the lake or to the lake itself.

Originally, a city council proposal on this topic was to be presented at the March 23 meeting. Since the city administration is still in negotiations with a potential tenant—and the issue of parking spaces plays a key role in those negotiations—it was not possible to include the proposal in the agenda as usual. The proposal was to be submitted at a later date. Due to developments related to the coronavirus, the city administration, in consultation with the City Council, shortened the agenda to three items. The originally planned agenda item regarding parking spaces in the Seepark was also removed from the agenda.

However, to ensure the administration could continue to act on this issue—which is so important to the residents of Lahr—the administration submitted a policy resolution to the City Council for a decision. This proposal was approved by a majority vote. “Before this resolution was adopted,” said Mayor Markus Ibert, “I made it clear that I would not approve the construction of the parking spaces without an existing lease agreement with a restaurant operator. It was never the intention of the administration or myself to exclude the Mietersheim Local Council and the Municipal Council from this important matter. We must continue to work on this issue and make decisions so that, after the COVID-19 crisis, a restaurant offering can also be established in the Seepark.”

The administration will first develop further design proposals for the planned parking lot, or the existing parking lot concept will be modified. This was also agreed upon at the Technical Committee meeting on March 11. These design proposals will then be submitted to the Mietersheim Local Council—via the local council chair—for consultation and deliberation. The municipal council will also be consulted before the mayor makes a decision.
